Process: Define Customer/Program Requirements
Process Purpose:
To understand the stated and identify the unstated regulatory requirements and document such as a preliminary requirements document.
Supplier Emphasis:
To understand and identify any unique supplier considerations such as special processes, traceability requirements, or restrictions on raw material.
Knowledge and Skills Requirements:
Ability to elicit from the customer/program the stated and unstated customer needs. Ability to express and present this information back to the customer and work with the customer to get customer acceptance. Ability to understand the stated and identify the unstated regulatory requirements and document such a preliminary requirements document.

Document customer requirements in an appropriate format (UML, SYSML, DODAF).

Procedural Knowledge
- Ability to follow a formal process for documenting the defined customer requirements (3).
- Ability to apply the documentation model (4). Understand the documentation approval process (2).
Conceptual Knowledge
- Understand the interrelatedness of the processes within the value-stream and their relationship to meeting customer requirements (5).
- Understand all aspects of the product in relationship to customer requirements (5). Note: Requirements will have implications on product features, manufacturing, delivery, and servicing operations.
Factual Knowledge
- Know which documentation formats are appropriate (accepted by customer, organization, and value-stream) (3). Recognizing that all documentation must be complete to have a valid package (3).
- Knowledge of requirements management tools (3).
