Review customer, design, and process requirements and determine quality requirements for the product/program. This review process should include lessons learned material from other similar programs as well as industry source material. These requirements shall be documented in the appropriate organizational format and stored in a database that facilitates requirement hierarchy navigation, configuration control of requirements, and the development of requirement metrics.

Establish a requirements database where flow down requirements are identified. Establish a plan for sharing a common requirements database or ensuring there are means of synchronizing requirement data (requirements configuration management) with the prime and the defined value-stream.
Knowledge and Skills Requirements:
Ability to analyze potential quality requirements and determine which requirements are applicable to a given production/servicing program. Ability to analyze production/serving program and determine which quality practices would be appropriate and useful. Ability to author and manage requirements.
